As long as the combination of electronic voter scanners - because that’s what they are, scanners, not counters - and unscrupulous people exist - no election will be an actual representation of the voters present.
It will be when we have serial #’d, fraud protection water markings on paper ballot elections that are counted publicly with results showing in blockchain, with real voter id and uniform rules for poll watchers/workers on a single Election Day will we ever see how we the people voted.
